This is an unsupported, unofficial, and, most importantly, experimental build of the BitTorrent GUI for Windows from CVS with sliders for changing the maximum upload rate and maximum upload slots added, amongst various other patches and gimmicks. Since you are still reading, this might be useful for you :) The main advantage of being able to cap the upload rate is that people with capped DSL or cable connections can set their limit just below their actual limit, therefore avoiding saturating the upstream completely, which could make it impossible to surf the net or download at decent speeds.
